Dry and Dehydrated skins are two different problems and should be treated in different ways. Dry skin means there is lack of oil while dehydrated skin means there is lack of water.
The first thing you should do for dry skin is to stop using different products which you were using before, because many products remove oil from your face. Stop using beauty soaps which are meant for oily skin, rather only use soaps and products which are for dry skins, because they will not remove oil from your face.
